Issue descriptionChrome Version: 69.0.3497.42 (Official Build) Revision 9c4613c66dfeb2b76ef6dd4b15884c15db3b4969-refs/branch-heads/3497@{#655}(64-bit) OS: Win(7,8,8.1,10) , Linux(14.04 LTS) and Mac(10.12.6 , 10.13.1 , 10.13.6 , 10.14). Pre-condition: -Enable the flags from chrome://flags/. 'Enable using the Google local NTP' 'New Tab Page Background Selection' 'New Tab Page Material Design Icons' -Apply any theme on browser. Steps to reproduce: 1.Launch chrome and open NTP. 2.Observe Gear icon. Actual Result : Gear Icon is missing on NTP after applying theme on browser . Expected Result: Gear Icon should be seen on NTP even after applying theme on browser . This is Non-Regression issue seen from ‘M-68’. Kindly refer the attached screen-cast.

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed. Thank You!

This is WAI. There should not be a gear icon when a theme is applied (because with current themes set up we can't override the theme background) unless the user has custom links enabled.
