Steps to reproduce the problem:
1. Set R11 to Beta channel
2. Install latest update
3. Restart, and go to sign-in screen

What is the expected behavior?
Sign in screen should come up, allow sign in, normal operation continues

What went wrong?
Screen comes up after reboot. Chrome logo appears and leads to sign in screen. System tray icons appear, followed by sign in options (shut down, guest, another user) and options then disappear. Reappearing briefly before disappearing and profile image along with password line appearing. Continues to flicker repeatedly until a reboot occurs, same cycle completes 3-4 times before Chromebook shuts off completely.

I have done a full recovery, as inputs did not allow me to do a powerwash, it worked fine on stable channel, and when I attempted to change to the Beta channel again, it repeated the same issue.
