Black point at end of blue volume level indicator line disappears after click.

Issue description

Chrome:  70.0.3521.2
Platform: Win, Mac

Didn't occur in previous Chrome dev version 70.0.3514.0 or 70.0.3514.2

Repro steps:

1. Cast a tab with some audio. E.g. a Vimeo.com video
2. Open dialog and adjust the volume

Actual: 
When the dialog is first opened, there is a black dot terminating the blue volume level line on the volume slider. When you click on the volume slider, the dot slightly expands on click, then disappears. It reappears on the next click, then disappears when the click is released.

Expected:
The black dot should never disappear.

A local revert of crrev.com/c/1168142 resolved the issue. chrishtr@, could you take a look?
The bug also repros on the "RGB" sliders here. The slider knob disappears when you drag-and-release on a slider.
