DisplayScheduler scheduling is sensitive to slow frame producers

See  issue 874676 .  When cc is slow to produce a frame (or ack that it's not going to produce a frame), that can hold up the DisplayScheduler issuing a draw for other frame producers.

This seems to indicate that there is something hinky with deadlines and waiting for frame producers.  This shouldn't happen.
