Tested this issue on reported chrome 68.0.3440.106 using Mac 10.13.1. Attaching screen-cast for reference. 
Steps:
-----
1. Launched reported chrome
2  Created html file using "<svg class="w-6 h-6 opacity-50 fill-current relative ml-2"><use href="src/assets/svg/toolbar.svg#cog"></use></svg>"
As we are not seen toolbar.svg under the save location

@Reporter: Could you please check the attached screen cast and please let us know if anything missed from our end. Also provide specific/proper steps to reproduce the issue.

Fair enough.

1. Open https://onesrv.herokuapp.com/chromium-issue-874670/
2. The crimson-red cog is said svg object
2. Now in menu goto "File" -> "Save page as" with "Webpage, Complete"
3. Look for toolbar.svg under the save location. You will not find it.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #68.0.3440.106 and latest canary #70.0.3538.5.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
