Href Target tags continue to target child window even when user has navigated away to another site

Issue description

<b>Chrome Version       : <Copy from: 'about:version'></b>
URLs (if applicable) : discogs.com  
Other browsers tested:  IE, Firefox
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS/FAIL (Version)
    Firefox: PASS/FAIL 61.0.2 (64-bit)

What steps will reproduce the problem?
(1)  in my provided file or ANY html with a "target" tag set to some actual value (not _blank), click the link  - will spawn a new tab
(2) In that new tab, navigate away from the spawned url to some other site (say, discogs.com )
(3) back in the original tab, click the link again.

What is the expected result?
a new window should spawn with the provided src

What happens instead?
The browser simply "switches" to the original spawned tab, without updating the source back to the original "Src" value. In essence, it "clicks" the other tab to show it. 

I'm not sure if this is a security risk or not, but I tested in firefox and IE and neither browser acted this way. 


Please provide any additional information below. Attach a screenshot if
possible.

Doesn't seem to work for all sites. I got it t reproduced using my file when navigating away afterwards to discogs.com, but not to facebook.com.

Able to reproduce the issue on the latest canary 71.0.3561.0 and latest stable 69.0.3497.100 on Windows-10 and Mac OS 10.13.3. Similar behavior is observed on older chrome version 60.0.3112.20. Hence marking this as Untriaged for further investigation.

Note: Firefox shows the expected behavior as updated above.
