[Chameleon_HDMI] 'display_HotPlugAtBoot.mirrored' test fails on most devices with 'not booted to mirror mode'

Boards effected the most since build R70-10962.0.0 :

Paine, Cyan, Eve, Peppy, Pyro, Samus and Squawks.

Not reproducible when manually tested on Peppy, Auron_Paine, and Cyan on ToT image

This failure coincide with the newly registered 'nputFlowError'>:Video input not stable' issue on other boards.

I hoped to reproduced this issue on actual boards. Not having to confirm it, and also having it happening on M70 ONLY, means chameleon has been destabilized by the chrome changes in the diff https://chromium.googlesource.com/chromium/src/+log/70.0.3511.0..70.0.3519.3?n=10000

ChromeOs changes are not that many and unrelated - https://crosland.corp.google.com/log/10961.0.0..10962.0.0
