Popup waits for external images before show anything, sometimes MINUTES

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Install attached extension
2. Login with this credentials:
support@intelligent-speaker.com
fkasjdfjha48ya8eryaлороывааыаыыдываЫВЫВЫВВВАВПРРDSGD#
3. Try open popup.

What is the expected behavior?
Opened instantly - like the same codebase in Firefox.

What went wrong?
Extension waits for external images (favicons in this case).

Tested this issue on reported chrome 68.0.3440.106 using Mac 10.13.6 and 10.13.1. Attaching screen-cast for reference. 
Steps:
-----
1. Launched reported chrome
2. Enable given extension 
3. Opened popup by clicking extension 
As we are observed that extension popup Opened instantly

@Reporter: Could you please check the attached screen cast and please let us know if anything missed from our end. Also verify this issue with fresh profile that is not having any extensions and apps or reset all the flags. Let us know whether issue still persists.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #68.0.3440.106 and latest canary #70.0.3538.5.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
