Impossible to remove Russian language from language list in Google Chrome settings.

REPRODUCTION STEPS

In Settings of my Google Chrome -> Advanced -> Languages, when clicking on Language [English(United States)] I get a list of languages, "ordered based on my preference". In that list for some reason I have Russian language. If I try to remove it - the bug is reproduced. Instead of disappearing from the list of languages, Russian language is moved few positions up in the list.
When I first noticed the bug, it was always set to the first position in the list when the list is unrolled, but at the same time English(United States) was shown as the main language in a scrolled view. Still, the Russian seemed to work as main language, because most web-sites were opened in Russian.

Today the behavior is different: I still can't remove Russian from the list, but now it doesn't jump to the first position after "Remove" operation, but to the third. I'll show the behavior in an attachment (please note, that after removing Czech, Russian even jumps over Ukrainian).

This breaks my privacy, as most web-sites at random are opened in a language which I don't use and it reveals my private information about the languages I speak.

On other machine of my collegue Russian can be easily removed.
