White background does not work with scrim of 0% at the top

Issue description

OGB is not visible when the white background is selected with scrim of 0% at the top. We need to either drop the white background, implement a sophisticated solution like in crbug.com/874325 or a custom scrim for the white background.

This is a bummer. The white background seems silly since its our default. I know it not ideal to hide it from the gallery....so my hope would be that we invest in the "sophisticated solution like in crbug.com/874325" since this logic will be needed for overall custom background UI contrast in the future.
