Jetstream release build failures

There are two class of build failures for jetstream and they are the majority of the build failures in goldeneyes for us.

DebugSymbols is https://bugs.chromium.org/p/chromium/issues/detail?id=547055 which dhanyaganesh@ is working on and is close to a fix.

CanaryCompletion is https://bugs.chromium.org/p/chromium/issues/detail?id=867032 which athilenius@ is working on. He should fix that early next week.

Follow those bugs individually. They are non-deterministic so the next build will likely succeed.
