Require a browser event for autocompleted text input

Project Member Reported by halpern@google.com, Aug 14

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36

Steps to reproduce the problem:
1. Have any field auto-filled.

What is the expected behavior?
An event is fired to notify the Javascript of the autocompleted text.

What went wrong?
No event is fired.

Did this work before? No

Does this work in other browsers? N/A

Chrome version: 68.0.3440.84 Channel: n/a
OS Version: OS X 10.13.6
Flash Version:

This appears to be supported in Safari.

The use case is that sometimes the DOM needs to be rendered differently depending on whether or not text is present. Having an event for autofill would definitely make development easier.
