"Write a post" button invisible on Google+

Issue description

What steps will reproduce the problem?
0. Prerequisite: You need to have a Google+ profile.
1. Open https://plus.google.com/me
2. Sign into your Google account if prompted.
What is the expected result?
A button to create a new post is on the bottom right of the screen. (See the pencil icon in the attached screenshot.)
What happens instead of that?
The button appears and disappears within a second or less.
Please provide any additional information below. Attach a screenshot if
possible.
This seems like a recent regression. I can reliably reproduce the issue on Chrome 70, but Chrome 69 (beta) is fine.

t.manki@ Thanks for the issue... Unable to reproduce the issue on reported chrome version 70.0.3521.2 and latest chrome 70.0.3538.0 using Ubuntu 17.10. Attaching screen-cast for reference. Steps: --------- 1. Launched reported chrome 2. Signed into Google account. 3. Navigated to https://plus.google.com/me As we are able see the create a new post is on the bottom right and it is getting disappears @Reporter: Could you please review the attached screen-cast and confirm if anything being missed here. Can you verify this issue with fresh profile that is not having any extensions and apps or reset all the flags. Let us know whether issue still persists. Thanks..!

This is caused by an unreleased Google+ change. Please close this bug; I'll ask the Google+ team to fix this.

Okay, I have more information now. The difference between the two versions seem to be that 'position: fixed' has different behaviour in v70 vs v69. See the attached screencast.
