English (Canada) not included in language list when set as UI language

Issue description

Chrome Version: 68.0.3440.87
OS: Chrome

1. Choose "English (Canada)" as UI language at OOBE
2. Enter a session
3. Visit chrome://settings/languages
4. Expand the "Language" row

Expected: "English (Canada)" is at top of list
Actual: "English (Canada)" is not in list, even though it's shown as the UI language in the "Language" row

Expected: en-CA is the first language in navigator.languages
Actual: en-CA is not included in navigator.languages
