In order to support conversion of browser code from the public Content APIs to Content Service client library APIs, NavigableContents.CreateView needs to indicate whether the request is coming from within the same process that's running the Content Service.

This is a temporary constraint resulting from a lack of UI Service support across platforms. Once the UI Service transparently supports token-based embedding across all platforms, we can remove this hack.
