Create new chromium-archive bucket for android_binary_size trybot html reports |

Issue descriptionI'd like to have the trybot show an html breakdown of the size diff. This will mean archiving a ".ndjson" file for each one. .ndjson is highly-compressible, but not stored compressed. Average size should be ~100kb. Bucket name: "android-binary-size-trybot-results" (or if there is an existing convention, call it whatever you'd like).

It occurs to me that we could also just re-use chrome-supersize bucket for this now that we've decided to just make all size diffs public. I think though that we'd need to update that bucket to make it public-by-default and then just have the bots use a subdirectory of it. Either way's fine with me.

re #3 - if we ever wanted to specify an expiry for these artifacts, it might be necessary for them to live in their own bucket (not sure if you can set per-directory exiries). Probably easiest to have this as a separate bucket.
