Preview gets in the way of context menu

Chrome Version: 70.0.3519.3 

What steps will reproduce the problem?
(1) Bring up context menu on unpinned app. 
(2) Try to select "Pin"

What is the expected result?
I can pin the app to the shelf.


What happens instead?
The preview of the app window gets in the way and dismisses the context menu, making it impossible to pin the app. See attached video at https://photos.app.goo.gl/zNgS83E948MPs1XG6
