It's difficult to long press select text around a hit test target like a link.

Issue description

Filing for internal b/32276616. A lot more context there. See the attached video.

I'm not sure what the trade off is here, or what's the right solution. Maybe make a distinction between hit testing for tap vs hit testing for long press; text probably doesn't matter for the first, but does matter for the second case.

Android Webview has custom hit testing code paths, but probably should switch over to the hit test for long press if that ends up being the right solution

I agree that it's very hard to know what to do given there's an obvious heuristic about choosing the most likely target within the touch region and choosing the thing most under the touch region. I also agree that taking different action for long press vs tap is reasonable.

What do the UI people think?
