Merge legacy and new half float blending code in PNGImageDecoder

After PNGImageDecoder legacy 8888 blending code is rewritten to use skcms ( crbug.com/860520 ) merge the legacy 8888 and the new half float branches.

Status: WontFix (was: Assigned)
Won't fix. According to the discussion with reed@, mtklein@, and brianosman@, the better thing to do is to retry replacing the current Chromium decoders with SkCodec decoders.
