1) Enable Duet in about:flags
2) Open NTP
3) Scroll down so URL bar is at the top of the screen
4) Tap the tab switcher button
5) Refocus the same tab

The URL bar flashes into existence. This hasn't been a problem in the past because it was previously impossible to enter the tab switcher when the NTP was scrolled. Now that the bottom toolbar permanently exposes the tab switcher button, we need to handle this case.
