Non-native notifications do not focus the browser window |

Issue description1) Go to a website that displays notifications (example: https://atwilson.users.x20web.corp.google.com/www/notif_test.html) 2) Have the website display the notification 3) Focus a different window 4) Click on the notification Expected: The chrome window that displayed the notification comes to the foreground. I thought at one point it would also switch to the tab, but maybe we rely on the page to call window.focus() for that? Actual: For native notifications (on Linux): chrome window is indeed focused For non-native notifications (enabled via chrome://flags/#enable-native-notifications), clicking on the notification does not focus the chrome window. Non-native notifications should have the same behavior as native notifications re: focusing the window. I have not tested this on non-linux platforms.

You need someone who can access x20 (i.e. google employee with x20 access). I can also provide the source offline if needed.
