Issue descriptionChrome Version: 70.0.3521.2 Revision eace06098e75dd5b54de82024208123fc1a51350-refs/branch-heads/3521@{#5}(32/64 bit) OS:Win(7,8,8.1,10) ,Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14) and Linux(14.04 LTS) OS Pre-condition: Enabled 'Enable using the Google local NTP' and 'New Tab Page Custom Links' flag from chrome://flags What steps will reproduce the problem? (1) Launch chrome, open NTP then click on 'Add to shortcut' button('Add to shortcut' overlay opened). (2) Now press Cmd-- upto zoom level 50% and observe border of 'Cancel' button. Actual: Unwanted blink on border of 'Cancel' button is seen when zoom level is at 50% Expected: No such a blink should seen border of 'Cancel' button. This is a regression issue, broken in 'M-70', below is bisect info: Good Build:70.0.3507.0(Revision: 578962) Bad Build: 70.0.3508.0(Revision: 579241) You are probably looking for a change made after 578988 (known good), but no later than 578989 (first known bad).
