ContentSettingBubbleModel and ContentSettingImageModel are base classes which are no longer used only for content settings. The classes should be renamed and should move a level up, out of the content_settings/ codebase.

Reason for refactoring: Features that need a bubble and an icon in the omnibox in the future, don't need to be introduced as a content setting.
