What steps will reproduce the problem?
(1)Recover build >> In Welcome screen/OOBE
(2)suspend the device >>resume it and observe the welcome screen animation

Actual: Delay is seen in  welcome screen animation when suspending and resuming the device
Expected: No such delay should be seen in welcome screen animation when suspending and resuming the device

This is a Regression issue as same is working fine in 70.0.3511.0/10952.0.0 dev
