Fullscreen API doesn't work inside iframe if iframe located inside fullscreen element

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Open https://iframe-fullscreen-issue-xtzxkwrqku.now.sh/
2. Click on "Open iframe container in full screen" button. DOM element which contains iframe must be in fullscreen.
3. Click on "Open blue box in fullscreen" button

What is the expected behavior?
Blue box element must be in fullscreen mode

What went wrong?
Nothing happens

Does this work in other browsers? Yes

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 10.0

Iframe must point to URL with a different origin

Components: Blink>Fullscreen
Confirmed this fails in 68 and in ToT. Works correctly in Firefox.
