Slim Navigation Manager can not restore more than 100 session entries

Steps to reproduce: 
0.) Enable Slim Navigation Manager
1.) Change WebStateTest.RestoreLargeSession to have 101 test entries
2.) Run the test

Observed behavior: 
JS throws "SecurityError: Attempt to use history.pushState() more than 100 times per 30.000000 seconds raw session history" error and no entries are restored.

Expected behavior: 
Slim navigation manager should restore 100 entries
