[LayoutNG] Cloning fragments is slow

When loading the single-page HTML5 spec 10% of the layout time (and over 4% of all time_ is spent in NGPhysicalBoxFragment::CloneWithoutOffset. We've talked about moving the offset out of the fragment (e.g. by resurrecting NGLink) perhaps it is worth experimenting with that.
