Add nicolaso@ and georgesak@ to the Network Annotations FYI buildbots

After some recent failures in one of these two buildbots:

https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/win-annotator-rel

We agreed that we should probably get notified when the buildbots fail, so we can fix those failures more quickly.

Looks like our fix failed for some reason. We did not get notified when the build started failing.
