What steps will reproduce the problem?
(1) Enable dictation (under accessibility settings).
(2) Go to chrome://settings (heading "Languages and input") and change the language chromeOS is displayed in to Spanish. Restart the UI.
(3) Press Search+D with a text field focused and say the word "Español"

What is the expected result?

Text "Español" appears


What happens instead?

Text "Espa�ol" appears
