DownloadDB has 0.02% initialization failure ratio

Checking UMA on canary:

about 0.02 percent DownloadDB fail to initialize.

Checking general LevelDB.Open UMA, about 0.02% database failed with IOError, so this will impact a lot of users.

From what I can tell right now, the issue is likely that users are out of space when appending to the database.

LevelDBEnv.IOError is overwhelmingly of the type "WritableFileAppend" (97.35%). Looking at LevelDBEnv.IOError.BFE.WritableFileAppend, the base::File::Error encountered is 99.71% NO_SPACE.
