MacViewsBrowser: Cannot perform discontiguous tab selection with Cmd+Click |

Issue descriptionChrome Version: 70.0.3521.0 OS: 10.13.6 What steps will reproduce the problem? (1) Open several tabs (2) Use Cmd+Click to try and multi-select non-adjacent tabs (3) Use Shift+Click to select a range of tabs What is the expected result? In (2), Cmd+Clicking non-adjacent tabs should add them to the tab selection. What happens instead? The active tab just changes instead. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

No, Ctrl-Click brings up the context menu. It seems likely the modifier mask is just incorrect on Mac.
