MacViewsBrowser: Cannot perform discontiguous tab selection with Cmd+Click

Issue description

Chrome Version: 70.0.3521.0
OS: 10.13.6

What steps will reproduce the problem?
(1) Open several tabs
(2) Use Cmd+Click to try and multi-select non-adjacent tabs
(3) Use Shift+Click to select a range of tabs

What is the expected result?
In (2), Cmd+Clicking non-adjacent tabs should add them to the tab selection.

What happens instead?
The active tab just changes instead.

Does ctrl-click work?  Maybe MacViews here isn't appropriately choosing Cmd instead of Ctrl as a Mac-specific modifier.
No, Ctrl-Click brings up the context menu. It seems likely the modifier mask is just incorrect on Mac.
