WebState::CreateWithStorageSession requires LoadIfNecessary call

Steps to reproduce: 
Create a new web state using WebState::CreateWithStorageSession

Observed behavior: 
The session is not restored until NavigationManager::LoadIfNecessary is called.

Expected behavior: 
The session should be restored.
