Add metrics collection for Flake Detection

For example:

1. How many occurrences are detected?
2. How many bugs are filed?
3. How many bugs are merged together?
4. How many bugs are assigned with owners?
5. How many bugs are properly fixed?

etc.

These metrics should be added to http://go/findit-metrics.

We are monitoring occurrences count and bugs now.

For other metrics, though they are good metrics to collect, I feel we don't need to monitor them since changes on them don't indicate anything wrong with FD.
