[FindIt] Add monitorings for Flake Detection

This CL adds monitorings for Flake Detection, and specifically:
1. # failed sql executions.
2. # detected new flake occurrences
3. # bugs created or updated successfully.

There is also a plan to monitor the latency, but it will be added later.
