On embedded videos, going into full screen does not hide the status bar or on screen buttons

Issue description

Device name: Moto G4 Play

From "Settings > About Chrome"
Application version: Beta 69.0.3497.24 and Stable 68.0.3440.91
Operating system: Android 7.1.1 Nougat

URLs (if applicable): https://m.youtube.com

Steps to reproduce:
(1) Go to m.youtube.com or another site like Vimeo.
(2) Select a video
(3) Press the full screen icon

Expected result: Status bar and on-screen buttons for home, recent, and back should disappear.


Actual result: Status bar and on-screen buttons for home, recent, and back are persistent and hide a huge amount of the video.

Tested the issue on android and not observing any status bar and screen buttons when in fullscreen mode

Steps to reproduce:
--------------------------
1. Launched chrome and navigated to m.youtube.com
2. Clicked on video and selected fullscreen, No status bar and on screen buttons are seen

Chrome version:
69.0.3497.24

OS:
Android 7.0 

Android device:
Samsung Galaxy s7
