Issue description
M 69
With Voice Over enabled.
What steps will reproduce the problem?
(1) Open the settings
(2) Do the escape gesture ("Z" with two fingers)
(3) Try to open the settings again
What is the expected result?
The settings should show.
What happens instead?
Nothing. The settings cannot be opened anymore, even after disabling VoiceOver.
Doesn't reproduce on 68.
