Non-Regression : 'Please wait' screen is seen every time on clicking 'Add person' option when Wi-Fi is turned off

Chrome Version: 69.0.3497.35/ 10895.21.0 dev-channel Kip , Celes and Daisy
OS: Chrome

What steps will reproduce the problem?
1)Sign into User -> Now at Uber Tray select 'Sign out' option -> In Sign out screen turn off Wi-Fi from Uber Tray
(2)Click on 'Add person' ->Observe 'Please wait' screen is seen and then 'Network not available' page is seen -and this happens every time on clicking   'Add person' option
(Please refer Video)


Expected: 'Please wait' screen should not be seen every time on clicking 'Add person' option
Actual: Instead  'Please wait' screen is seen every time

This is Non-Regression issue seen from M-62

Which screen is supposed to show instead? This current behavior seems correct to me, since there is no network connection.
