Regression: Unwanted black flash is seen while disabling Chromevox in OOBE

Chrome Version: 70.0.3519.3/10964.0.0 dev channel Daisy,Reks,Candy,Blaze
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> Try enabling and disabling chromevox and observe black flash near shelf

Actual: Unwanted black flash is seen
Expected: No such issue should be seen 

This is a Regression issue as same is working fine in 70.0.3511.0/10952.0.0 dev
