Regression: Onscreen keyboard icon is seen faded in OOBE

Chrome Version: 70.0.3519.3/10964.0.0 dev channel Reks
OS: Chrome OS 

What steps will reproduce the problem?
(1)Recover build >> In OOBE screen >>Enable On-screen keyboard
(2)Open any overlay like Bluetooth/Join WiFi network and Observe the keyboard icon

Actual: Unable to view the Keyboard icon even in dark background
Expected:Should be able to view the icon clearly

This is a Regression issue as same is working fine in 70.0.3511.0/10952.0.0 dev

Looks like it's fixed in 70.0.3536.0? Anyway, doesn't look like a keyboard bug. The shelf needs to change the icon colours or something when there's a dialog...

rkalavakuntla, can you confirm it's fixed on 70.0.3536.0 or newer?

Issue seems to be fixed, checked on latest dev 70.0.3538.7/11021.6.0
