Mouse cursor icon doesn't move onto other screen

Issue description

Chrome Version       : 70.0.3511.0
OS Version: 10934.0.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. Have multiple screens attached (I have two, with lid closed so internal monitor disabled)
2. Try to move cursor over to the extended screen

What is the expected result?

Cursor continues onto the secondary screen

What happens instead of that?

Cursor stops at the border and remains on the primary screen. The icon is the only thing affected, I can still click things (e.g. if I move the mouse down and left for a while until I'm sure it's in the bottom left corner, I can open the "app drawer/menu")

Please provide any additional information below. Attach a screenshot if
possible.

It appears rebooting fixed this, but it's not the first time I've had this issue. I'll keep an eye out for what I'm doing when it reappears.
