PinchToZoom makes .scrollIntoView() Jumpt too far

Issue description

Steps to reproduce the problem:
1. Goto https://codepen.io/RSWilli/pen/PBLjwY on Android or Device Simulation
2. Zoom in to the body width (dotted border at screen border)
3. Click on "> click me" - Link

What is the expected behavior?
The label of the input is aligned at the top of the Screen in all Cases

What went wrong?
The ScrollIntoview scrolls to far down, leaving the User looking at Something completey different

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 68.0.3440.91  Channel: stable
OS Version: 8.1.0
Flash Version: 

If the page is zoomed out to 120% (the width of the overflowing box) so that all content is visible, scrollIntoView() works fine everytime

Tested the issue on 68.0.3340.91 using Pixel 2/ Android 9. Below are the observations

Opened added codepen and clicked on "Click me" and observed page scrolls to Label to scrollinto view().

@bartel.wilhelm: Could you please let us know if this is the issue you are observing? If not please provide screencast and detailed steps to reproduce the issue.

Attached a screen capture gif to show the bug.

On the screencap you can see 2 tries to jump to the Label:

The first with a zoom of 120%, the second with 100%

You can clearly see that on 100% zoom the browser scrolls too far.

Since we added a meta viewport device width tag, mobile Phones will start with 100% zoom and the Buggy behavior will be the default

We were able to reproduce this behavior on many mobile devices (Pixel 1, Samsung S5, Oneplus 5t, Huawei T3) on different Android Versions

The Bug seems to always occur if content overflows the body



P.S.: Depending on how far you zoomed in, the scrollIntoView() is more or less off the target

Tested the issue on Android and able to reproduce the issue.

Steps followed:
1.Launch chrome >>
2.Navigate to https://codepen.io/RSWilli/pen/PBLjwY
3.Click  on "Click me" 
4.Observed that page scrolls to far.

Chrome versions tested:
60.0.3072.0, 68.0.3440.91(Stable), 70.0.3524.4(Canary)

OS:
Android 7.0,9.0

Android Devices:
Samsung J7, Pixel XL 

This seems to be a Non-Regression issue as same behavior is seen since M-60. Leaving the issue as Untriaged for further input's on this issue.
