Surface USB errors instead of silently ignoring them.

Issue description

Chrome Version: 68.*
OS: Chrome

The following was seen in a report of a user trying to mount an external hard drive:
[12798.082693] usb usb2-port1: Cannot enable. Maybe the USB cable is bad?
[12800.163989] hub 2-0:1.0: Could not enable port 1 after 2000 ms
[12804.085327] usb usb2-port1: Cannot enable. Maybe the USB cable is bad?
[12804.085354] usb usb2-port1: cannot disable (err = -16)
[12808.005801] usb usb2-port1: Cannot enable. Maybe the USB cable is bad?
[12810.086319] hub 2-0:1.0: Could not enable port 1 after 2000 ms
[12814.007059] usb usb2-port1: Cannot enable. Maybe the USB cable is bad?
[12814.007086] usb usb2-port1: cannot disable (err = -16)
[12817.928385] usb usb2-port1: Cannot enable. Maybe the USB cable is bad?
[12820.008445] hub 2-0:1.0: Could not enable port 1 after 2000 ms

Presumably, drive was being plugged/unplugged constantly to try and get it to work, but didn't say anything to the user. We've seen something go wrong, maybe it should be communicated to the user in some way. Not really sure how though.
 
The USB port can not connect canon printer error 5200, E05, e560 etc.
