Slow test: external/wpt/encoding/textdecoder-fatal-single-byte.any.html

external/wpt/encoding/textdecoder-fatal-single-byte.any.html seems failing on MSAN and sometimes on Mac (dbg), so I suspect that it's failing due to just slowness.

This one test file includes 256 * 28 subtests. It could be reworked into 28 tests with 256 assertions instead, which would probably help.
