The request to remove the hardware needs to be added to b/110949753;
englab-sys-cros will be the team responsible for removing the device,
and they track their work with buganizer, not monorail.

Meanwhile, this week's deputy should lock this DUT and balance pools,
so that it won't be used for CQ testing.

chromeos6-row4-rack23-host2 is in pool:continuous. It's locked and get rebalanced.
