(Feedback) Clear browser data unclear that user has to select type of data to clear

Issue description

In Chrome Canary, go to Menu>History>Clear Browsing Data

In the modal that appears, there's a list of different kinds of data to clear (e.g. cookies) but it's unclear that the items on the list have to be tapped before clearing them since all of them start out unchecked. It looks more like the next step is to tap on the red "Clear Browsing Data" button at the bottom that does nothing.

This is also a problem when reaching the clear browsing data flow from menu>settings>privacy

Does anyone else have issues with this? Would it be better to have text or a header inviting the user to tap on the types of data to clear? 
 
I'm not able to reproduce this. For me, the checkboxes are persistent. 
During the first launch, Browsing History is checked by default. 

Nevertheless I think it would be good practice to disable the Clear Browsing Data button when no items are selected.

What other design input are you expecting? How do I reproduce what Gabe is describing?

I think the design input is "it would be good practice to disable the Clear Browsing Data button when no items are selected." :).

However, by default, I think all items are checked so it's rare to end up in the state that Gabe is describing (all items are unchecked and red button is still enabled)
What I observe from Canary is that the checkboxes always (after clearing and after hitting done) default back to only checking "Browsing History". 

I don't understand how you would get into the state that Gabe is describing: "All of them start out unchecked."
