<audio> UI broken when parent has any transform (e.g. translate(0px))

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Open attached html file or https://plnkr.co/edit/PHIwV049gHc6G5EwvDdB?p=preview
2. Click menu button

What is the expected behavior?
Menu should open and display an option to download the file

What went wrong?
Nothing happens

Does this work in other browsers? N/A

Chrome version: 68.0.3440.106  Channel: stable

Able to reproduce the issue on Win-10, mac 10.13.1 and Ubuntu 17.10 using chrome reported version #68.0.3440.106 and latest canary #70.0.3517.0. 
This is a non-regression issue as it is observed from M67 builds. 
Note: From M66 and older builds there is menu button itself to click. A download icon is seen.
Hence, marking it as untriaged to get more inputs from dev team.
