Please create an Internals>GPU>Dawn component

Dawn will is our WebGPU implementation the same way ANGLE is our OpenGL ES implemenation. Admins, could we have a component for it to tag bugs related to it? Even when we'll have a monorail instance for it, the component will be useful to report Chromium bugs related to Dawn. (the same way Internals>GPU>ANGLE is useful).

Tentatively assigning laforge@ that created Blink>WebGPU, thanks!
