Steps to reproduce:
(1)go into chrome://flags
(2)disable all settings with word "modern"
(3)restart browser

Expected result:

There is used old tab switcher (with tabs moving up and down)

Actual result:

There is used new tab switcher (with tabs moving left and right)

New tab switcher seems to be less ergonomic (for example screen previews are not proportional or moving between tabs needs more time or switching between normal/incognito mode is less intuitive).

Please don't treat it as feature request - it's obvious, that having non working flags for disabling something is bug.
