img max-width effect is the same as width

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. add img dom
2. set max-width & max-height

What is the expected behavior?

What went wrong?
max-width: 100%
width: auto // but same 100%

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 10.0

The linked page uses max-width: 80% and doesn't set width. This is different from the original report.
The rendering is also identical with Firefox. 
Please clarify.
