unable to connect to wifi unless "allow other users of this device to use this network" set

Issue description

Chrome Version: 69.0.3497.21 (Official Build) dev (64-bit)
Chrome OS Version: 10895.10.0 (Official Build) dev-channel eve
Chrome OS Platform: Pixelbook
Network info: "NickN" wpa2

Please specify Cr-* of the system to which this bug/feature applies (add
the label below). (what?)

Steps To Reproduce:
(1) choose new wifi network to connect to
(2) enter password
(3) do not allow other users to connect to this network
(3) click connect

Expected Result:
connect to network

Actual Result:
Configuration Error (in red)

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
100%

What is the impact to the user, and is there a workaround? If so, what is
it?
Can't connect to wifi, unless they choose to save that network for all users..
